A cog attack is an attack used by a Cog which intends to cause damage to a Toon. The damage, accuracy and usage of cog attacks vary depending on the attack being used, the level of the Cog and type of Cog. There are a number of 59 cog attacks which may be used, however there are an additional 8 cog attacks which do not appear in-game but are mentioned in the Toontown Rewritten phase files.
The damage of a cog attack is the amount of Laff points a Toon will lose if the attack successfully hits.
The usage of a cog attack is the likelihood of a cog performing that attack.
The accuracy of a cog attack is the likelihood of the attack hitting or missing the Toon.
If a cog uses an attack which targets a single Toon, it is more likely that the attack will be aimed at the Toon which caused the most damage to the Cog. This does not always apply, and occasionally the Cog will attack a Toon who caused no damage. This does not apply to group attacks, that being because group attacks target all Toons and the accuracy of the attack doesn't change depending on whether the Toon attacked the Cog.
Signature Cog Attack
A signature cog attack is an attack which can only be used by a certain Cog. There are a total of 23 signature cog attacks. They are usually (but not always) stronger than other attacks used by the Cog.

Unreleased Cog Attacks
There are cog attacks that did not make it into the main game. They were removed for multiple reasons, such as not being family friendly. One example is the Cigar Smoke attack, where the cog would be holding a cigar and would blow smoke at the Toon to make the Toon lose Laff points.
